Dear LCRA Board of Directors, Communities along the Colorado River are facing a major threat - White Stallion Energy Center. In addition to polluting the air with dangerous emissions such as mercury, the proposed plant would take 25,000 acre feet of firm water from the River each year. Eighty percent of this water would be lost in the plant's operation to evaporation. Please deny WSEC a water contract, and in doing so support the local communities, farmers, fishermen, businesses and the environment. Given the drought conditions we have faced in the recent past and currently face, we cannot further put the region at risk of a water shortage. In your staff's last quarterly operations report, it showed that the average flow to Bay City for the last months of 2010 were less than half of historical averages. Granting WSEC a water contract would further undermine the freshwater inflows into the Matagorda Bay system which is already imperiled. Frankly, we do not need a coal plant. In the State of the Market Report for 2009, an independent examiner found that the Texas electricity market has more generating capacity than it needs and cannot support the entry of new baseload power generation projects like White Stallion. Energy efficiency improvements and new renewable energy projects are meeting the state's energy needs, and do not require mass quantities of fresh water. We ask that you stand with the communities along the Colorado River and deny White Stallion Energy Center a water contract. Sincerely,
